6:01. a backup on the bay bridge, let's get to elizabeth with more. >> reporter: the meeterring lights are on. they were able to clear a stall and minor friender bender. everything is now cleared off to the incline section of the bay bridge, all lanes free and clear. we're left with a backup behind the pay gates because they turned on the metering lights ahead of scheduling back up towards the foot of the maze or the maze. the approach to the bay bridge okay on the eastshore freeway, 580, 880, towards treasure island. they just cleared that accident and stall so things should start to see improvement shortly. bart, by the way, is on time.

that's traffic. back to you. >> thank you, elizabeth. work gets underway today to fix damaged fenders of the base of the bay bridge tower after a tanker hit it earlier this month. this job will cost millions of dollars. >> reporter: repairs could cost $3 million, and are expected to take months to complete. the big question now, who is footing the bill? right now the metropolitan transportation commission says there is enough money in reserves but they want the ship's owner to pay for it. osg ship management is the parent company. it was two weeks ago on january 7 a 472-foot oil tanker hit the bay bridge, there was heavy fog, visibility was 1/4 of a mile. however, the cause of the crash is under investigation. the vessel sideswiped the eastern most tower, no oil

spilled and nobody was hurt. the structure of the bridge was not damaged but the fenders were, made out of steel and recycled plastic. 40feet will be replaced, caltrans begins today, it should be complete in may. the search is on for two suspects in the shooting of an undercover police officer in oakland, the detective was hit in the arm before 6:30 as he sat in a car near seminary and bromley avenues. one suspect is now in custody the officer is expected to recover. >> a heated debate is expected at the meeting of the city council, the issue whether to pay a quarter million dollars to hire william bratton who led police departments in new york, los angeles and boston. he has strong supporters and critics and a history of reducing crime but some are concerned about his zero tolerance and stop and frisk

tactics. a meeting tonight talks about arming with police officers with stun gun, a pilot program would allow 100 officers to carry the tasers and would have special training to deal with mentally ill people. the question for football fans, are you going to the super bowl? cate cauguiran is in santa clara with details on getting seats to the superdome. you're going to pay a pretty penny if you get the tickets. >> reporter: check your bank statement before you make that type of commitment, michelle. what i do know is season ticket holders were automatically entered into a raffle. today the season ticket holders will get a chance to know if they were given the opportunity to be entered or basically to

buy those tickets. but if you are not a season ticket holder, the super bowl high could come down the moment you see the prices. we took a look at what reputable retailers are offering, stub hub and primesports.com has them starting at $2000, and we stopped in the 49'ers official team store in palo alto yesterday. fans told us as much as they love their game, they also love their wallets. >> are you going to the super bowl? >> unfortunately i'm not. >> are you going? >> no. >> yeah, i wish. are you going to give me tickets? >> why not? >> too expensive. >> reporter: just the raffle for season ticket holders, odds are they won't be cheap and there won't be a lot raffled off. the superdome holds 76,000, the niners get 17.5% of those seats. that's 13,000 tickets. those have to be split between

parties not to let politics get in the way of governing. >> we must act knowing our work will be imperfect, we must act knowing that today's victories will be only partial. >> reporter: republicans are offering a compromise on the debt ceiling, house g.o.p. members are backing off a requirement to cut $1 of spending for every dollar the debt ceiling is raised. it's a move the president has demanded. >> i do believe it is a recognition of political reality. we realize the president won the election. >> reporter: republicans on capitol hill are not voting to raise the debt ceiling without getting something in return. they say in order to approve a higher debt limit, they want senate democrats to do something they have not done in four years, pass a budget. >> for us to have a debate about spending and debt, we've got to have the focus be on a budget and what we're going to do to achieve a balanced budget over time. >> reporter: senate democrats view a budget vote as an opportunity to raise more money through taxes. >> it's going to be a great

opportunity. in our budget that we will pass we'll have tax reform, which many colleagues like but it will include revenues. >> reporter: the house is expected to approve the debt limit increase tomorrow. susan mcginnis, cbs news, washington. today is the 40th anniversary of the supreme court ruling that legalized abortion. in 1973 the roe v. wade decision said a woman has the right to abort a pregnancy setting off a national debate. today a pro choice group will hold a rally and walk in los altos, a demonstration against female enslavement at city hall in san francisco. >> three americans were killed in the algeria, seven others made it out alive. the militants offered to release two of the americans who died in exchange for the freedom of two prominent terror suspects behind bars in the

u.s. the obama administration rejected that offer. at least one person is dead from an earthquake that hit western indonesia this morning, it was a magnitude 6 on the northern tip of the island of sumatra. a 9-year-old girl was found dead in the ruins of her home. several other people are hurt and power was knocked out. there was no tsunami from that quake. bay area headlines now, piedmont police are searching for suspects in two violent home invasion robberies less than an hour apart. the two robberies were on opposite sides of piedmont but the same group of armed men may have been responsible. no one was seriously injured. a community meeting is planned this evening to discuss the closure of a fire station in walnut creek. the contra costa county fire protection district is scrambling to cut costs and the shutdown of station 4 is part of the plan. meeting begins at 7:00 at walnut heights elementary school in walnut creek.

walking away with a lesson after getting caught in waves at ocean beach. daniel rosen was surfing with a friend. to avoid being pulled out to sea by rip currents he climbed seal rock and his friend made it to shore around called for help. it was too dangerous for fire crews to get close to the rock. rosen had to jump back in and paddle towards them. rescuers did help him paddle past the break and then onto a waiting boat. thank goodness. amazing video. 6:15. let's get a check of the roads with elizabeth, a backup at the bay bridge. >> it's a big backup. if you're used to reaching the pay gates, we've got this. it's already stacked up through the macarthur maze. the problem was in our 5:00 hour, a stall and then what sounds like a minor fender bender, both simultaneous, on the incline section of the upper deck. that's gone. all lanes are now back open, but they turned metering lights

on a half hour ago. usually they turn them on now. obviously we've got a lot of wait in the cash and fast track lanes, 15 to 20 minutes to the bay bridge. it's slow going up the incline section out towards treasure island. give yourself extra time, or check out the san mateo bridge, conditions on westbound 92, the drive time is free and clear, 14 minutes out of heyward, headed towards foster city and the peninsula. you can use mass transit, bart so far on time. all trains running according to schedule. let's go to the maps and elsewhere, northbound 101 approaching julian and mckee is still sluggish in the northbound lanes. here is a live look at the milpitas commute, 880 free and clear. that's a check of your

timesaver traffic. for more on your rainy weather headed our way, here is lawrence with the latest on that. it's been so nice for so long, the mid-season dry spell, but now things are about to change. the clouds are gathering along the coastline, we've got high clouds moving overhead, it should stay dry for today but after that things begin to change. we'll see more clouds streaming in our direction. still throughout the day, freezing start in some valleys early on by the afternoon, hazy sunshine, temperatures are cooler today but then the storm clouds begin to gather. for tomorrow at least a chance of some rain. outside it's still a bit cold, freezing. concord 32, 42 degrees in san francisco. the ridge of high pressure bringing us sunshine and very mild temperatures now sliding eastward. you can see the storms beginning to line off the coast, bringing a chance of rain. around the state another dry day, 70 in fresno, 70 monterrey

western span. >> they need to replace a 40- foot section of the fender system costing $2 million to $3 million. caltrans allocated enough in reserves but they want the ship's owner to help foot the bill. osg ship management is the parent company. the morning of january 7, two weeks ago, one of their 472- foot oil tankers sideswiped the easternmost pier on the western span. the structure of the bay bridge was not damaged. the fender system absorbed the impact. fenders of made of steel and recycled plastic. the ship was empty so no oil spilled and nobody was hurt. the project is expected to last at least 4 1/2 months. the cause of the crash is under investigation. elissa harrington, cbs 5. >> thank you. the idea of providing stun guns to some san francisco

police officers gets public airing tonight. police chief greg sur wants to allow 100 officers to carry stun guns as part of a pilot program. those officers would have special training to deal with mentally ill people. the meeting tonight starts at 6:00 at the hamilton recreation center at 1900 geary boulevard, two more community meetings after this one. 49'ers season ticket holders find out today if they are in line for super bowl tickets. cate cauguiran is in santa clara where the team is having a raffle. >> reporter: the lucky season ticket holders will know by today if they get a chance to buy super bowl tickets. if you're not a lucky season ticket holder there are other options, but they are going to cost you. we're not talking cost in the hundreds, cost you in the thousands. now, online ticket retailers like stub hub and primesports.com offer super bowl seats starting at $2000, and that's the cheapest we

could find. that doesn't include your expenses. air fare from the bay area to new orleans is about $1000, a decent hotel will run $500 a night, food, the car and super bowl supervisor near puts the cost for two people at $10,000. >> you're a student, and you got ten grand sitting around? >> no, but i love this woman very much, and it's been almost seven years so we're getting close, very close. yeah. >> a big gift. >> reporter: now, the niners won't be offering their allotment of tickets to the general public. instead they are entering season ticket holders in the raffle. today the niners will let the fans know if they have a chance to buy. here is another option. if you're running errands at costco, buying in bulk, you can pick up super bowl tickets there as well. the national retailer is offering them for $2700 a

on the span. bart is on time, a good option. also trafficking along the peninsula northbound 101 approaching dory avenue, getting world of an accident, blocking one lane, you can see brake lights from highway 92, according to the traffic sensors. also, the ride westbound 580, the usual slow and go out of the altamonte pass, and backing up through livermore. that's traffic. back to you. >> thank you. oakland police plan to give an update this morning on a shooting that wounded an undercover police department. undercon police detective. what can you tell us, holly? >> reporter: we're on the western edge of the perimeter at 17th and seminary, as close as we can get to where the s.w.a.t. truck remains parked where the search is concentrated. we hear the door to door manhunt is over, they are

focusing on evidence collection, police tape remains up looking for two armed suspects, one gun is recovered. they are towing a couple cars from the apartment complex. we've heard from police the injured officer was treated and released, investigating a series of shootings in this area, one that occurred on sunday, another a week before where five people were shot outside a home. they are trying to see if any shootings are related. we understand police chief howard jordan will be at the news conference at 9:30 to brief reporters. michelle? >> holly quan, thank you so much. the oakland city council will consider tonight whether to pay a quarter million dollars to hire an anticrime consultant, that consullant william bratton previously led the police departments in new york, los angeles and boston. he has plenty of strong supporters and critics. bratton has a history of helping reduce crime but some are concerned about the death sentence and stop and frisk tactics.

president obama and first lady michelle danced last night at one of the inaugural balls, that's singer jennifer hudson in the background doing the al green classic, let's stay together. it's back to business for the president after festivities, kristin ayers has highlights of the address and reaction from bay area people who were in washington to witness it. >> they started gathering at dawn, the streets outside of washington's national mall filled with people in the cold, the crowds growing as the morning wore on. >> i keep seeing people as far as i can see. it's unbelievable. >> they came wanting to witness history. >> i love my president! i love barack obama! >> it's an opportunity to see history, to be part of it, you know? to feel it, live it, experience it. >> reporter: cheryl wilson came

a woman in spain faints and falls onto train tracks... she is rescued just as a subway is caught on video, a woman in spain faints and falls onto train tracks and is rescued as a subway train is approaching. this happened yesterday in madrid. an off-duty police acted immediately. at the same time, people on the platform waved frantically to tell the train operator to stop. the woman's condition is unknown. nonstop flights between san jose and tokyo are on hold

through next monday. al nippon airways is grounding 787 dream liner aircraft, investigators are trying to address potential fire risk after incidents of battery- related smoke and heat damage. tomorrow all eyes will be on apple's quarterly earnings reports, some predict the maker of the ipad and iphone may report its first profit decline in nine years. c-net's brian cooley is here with a look at what apple needs to prove in 2013. >> apple was always the hero, they blew it out of the park and we expect massive sales of iphone and ipad tomorrow, and great numbers, but are they going to be soft? the last couple quarters they have had very slight misses in their earnings, which is just not part of the story we expect from this company. what's underneath here for viewers is the iphone is no longer the only choice. it's no longer this thing that defines the idea of a smart

phone. so people are buying other types of phones, android phones, but also interestingly a lot of folks are buying older iphones, the iphone 4-s is a great phone. they keep it on the market, even the 4 is still out there as a free or $49 phone. >> the latest model is not always the better? >> it's not compellingly better, how many folks say, yeah, i have a 4-s and didn't jump on the 5? there already massive sales tomorrow because of pentup demand but we're seeing the market saturation, a lot of folks who were going to get one have gotten one, there's not as much head room for the entire industry, let alone apple to grow more. >> do you think the decline has anything to do with steve jobs' death? >> we're not seeing as much innovation, folks will be asking tomorrow is tim cook going to bring the next amazing wow product to market? that's not fair, that's not his

>> dish said it's going to close 300 more blockbusters this year, a loss of 3,000 jobs. dish closed 500 blockbusters last year, after buying the then bankrupt company for $320 million in 2011. that will leave just 500 of the video rental chains across the united states. going back to what brian was saying about apple's earnings, shares have fallen $200 since september. it could get a boost though after verizon reports its earnings today, activating 2.1 million new devices in the quarter thanks in large part to sales of the new iphone 5. we'll see what apple has to say about that. google reports its earnings after the closing bell today, and it's going to be a big question as to what to expect. google took the step last week of warning most wall street analysts were not correctly forecasting their estimated for the fourth quarter, because of issues regarding the motorola
